SUPPLEMENTARY INFORMATION: Background On August 24, 2017, Commerce published in the Federal Register the antidumping duty order on finished carbon steel flanges from India. [ 1 ] On August 2, 2022, Commerce published a notice of opportunity to request an administrative review of the Order. [ 2 ] On October 11, 2022, based on timely requests for review, in accordance with 19 CFR 351.221(c)(1)(i) , we initiated an administrative review of the Order with respect to 42 companies. [ 3 ] On November 3, 2022, Commerce selected Norma Group  [ 4 ] and R. N. Gupta & Company Limited (RNG) as mandatory respondents in this administrative review. …
