SUMMARY: The Environmental Protection Agency (EPA) is finalizing amendments to the new source performance standards (NSPS) for electric arc furnaces (EAF) and argon-oxygen decarburization (AOD) vessels in the steel industry pursuant to the review required by the Clean Air Act. DATES: Effective date: This final rule is effective August 25, 2023. The incorporation by reference of certain publications listed in the rule is approved by the Director of the Federal Register as of August 25, 2023. Compliance dates: Affected sources that commence construction, reconstruction, or modification after May16, 2022, must comply with all requirements of 40 CFR part 60, subpart AAb no later than August 25, 2023 or upon startup, whichever is later. The date for complying with the changes in the current rules, 40 CFR part 60, subparts AA and AAa is February 21, 2024 publication of the final rule.
