Background On December 15, 2022, OFAC issued GLs 8E, 58, and 59 to authorize certain transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations, 31 CFR part 587 . Each GL was made available on OFAC's ( printed page 16888) website ( www.treas.gov/​ofac ) when it was issued.
