SUMMARY: As a result of the determinations by the Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty (AD) order on hot-rolled flat-rolled carbon-quality steel products (hot-rolled steel) from the Russian Federation (Russia) would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, Commerce is publishing a notice of continuation of this AD order. SUPPLEMENTARY INFORMATION: Background On July 19, 1999, Commerce published the Suspension Agreement on hot-rolled steel from Russia. [ 1 ] On December 24, 2014, Commerce terminated the Suspension Agreement and issued the Order. [ 2 ] On September 1, 2021, Commerce initiated, and the ITC instituted, the second five-year (sunset) review of the Order, [ 3 ] pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act).
