SUPPLEMENTARY INFORMATION: Background On October 21, 2003, Commerce published in the Federal Register the AD order on certain cut-to-length carbon steel plate from China. [ 1 ] On November 1 and 2, 2020, Commerce initiated, [ 2 ] and the ITC instituted, [ 3 ] the fourth sunset review of the Order, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act).
