This action opens a 60-day comment period to allow interested parties to comment on ONRR's proposed withdrawal of the 2020 Rule. DATES: The final rule published on January 15, 2021, at 86 FR 4612 , which was delayed at 86 FR 9286 on February 12, 2021, and 86 FR 20032 on April 16, 2021, is proposed to be withdrawn.
