DATES: Effective dates: This rule is effective March 16, 2021, except for amendatory instruction 19, adding subpart C to part 89, which is effective September 16, 2022. Incorporation by reference: The incorporation by reference of certain publications listed in the rule is approved by the Director of the Federal Register as of March 16, 2021. Compliance dates: Compliance with §§ 89.510 and 89.515 is required September 16, 2022. Compliance with §§ 89.105, 89.110, and 89.115, and subpart C of part 89 is required September 16, 2023.
