SUPPLEMENTARY INFORMATION: Background On June 16, 2017, the President signed National Security Presidential Memorandum 5, “Strengthening the Policy of the United States Toward Cuba” (NSPM-5). As part of its implementation of NSPM-5, on September 28, 2020 the Department of the Treasury's Office of Foreign Assets Control (OFAC) published a final rule in the Federal Register [FR 2020-21084] amending the CACR, 31 CFR part 515 .
