SUMMARY: The Department of Commerce (Commerce) continues to find that Shanghai Wells Hanger Co., Ltd., and Hong Kong Wells Ltd. (collectively, Shanghai Wells) failed to demonstrate eligibility for separate rate status during the period of review (POR), and therefore is part of the China-wide entity.
