The Department of Commerce (Commerce), through the National Oceanic and Atmospheric Administration (NOAA), licenses the operation of private remote sensing space systems under the Land Remote Sensing Policy Act of 1992. NOAA's existing regulations implementing the Act were last updated in 2006. Commerce is now substantially revising those regulations, as described in detail below, to reflect significant changes in the space-based remote sensing industry since that time and to modernize its regulatory approach.

Commerce is now substantially revising those regulations, as described in detail below, to reflect significant changes in the space-based remote sensing industry since that time and to modernize its regulatory approach. DATES: This rule has been classified as a major rule subject to Congressional review. The effective date is July 20, 2020. However, at the conclusion of the Congressional review, if the effective date has been changed, Commerce will publish a document in the Federal Register to establish the actual effective date or to terminate the rule.
