SUMMARY: The Department of Commerce (Commerce) determines that exporters and/or producers subject to the administrative review of crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells) from the People's Republic of China (China), received countervailable subsidies during the period of review (POR) January 1, 2016 through December 31, 2016.
