SUPPLEMENTARY INFORMATION: Background On May 17, 2018, Commerce published in the Federal Register the Preliminary Determination and invited interested parties to comment. [ 1 ] A summary of the events that occurred since Commerce published the Preliminary Determination may be found in the Issues and Decision Memorandum that is dated concurrently with this determination and hereby adopted by this notice.
