(Maquilacero), producers/exporters of certain circular welded non-alloy steel pipe from Mexico, sold subject merchandise in the United States at prices below normal value (NV) during the period of review (POR) November 1, 2015, through October 31, 2016. [ 1 ] In accordance with 19 CFR 351.309(c)(1)(ii) , Commerce invited interested parties to comment on the Preliminary Results. On March 23, 2018, Maquilacero and Prolamsa each submitted case briefs.
