Department of Commerce Bureau of Industry and Security Order Renewing Order Temporarily Denying Export Privileges Pursuant to Section 766.24 of the Export Administration Regulations, 15 CFR parts 730-774 (2016) (“EAR” or “the Regulations”), [ 1 ] I hereby grant the request of the Office of Export Enforcement (“OEE”) to renew the temporary denial order issued in this matter on June 27, 2017, as recently modified on November 16, 2017. I find that renewal of this order, as recently modified, is necessary in the public interest to prevent an imminent violation of the EAR. I also find it necessary in connection with this renewal to add “Al Naser Wings Airline” as an alias being used by respondent Al Naser Airlines. I. Procedural History On March 17, 2008, Darryl W. Jackson, the then-Assistant Secretary of Commerce for Export Enforcement (“Assistant Secretary”), signed an order denying Mahan Airways' export privileges for a period of 180 days on the ground that issuance of the order was necessary in the public interest to prevent an imminent violation of the Regulations. The order also named as denied persons Blue Airways, of Yerevan, Armenia (“Blue Airways of Armenia”), as well as the “Balli Group Respondents,” namely, Balli Group PLC, Balli Aviation, Balli Holdings, Vahid Alaghband, Hassan Alaghband, Blue Sky One Ltd., Blue Sky Two Ltd., Blue Sky Three Ltd., Blue Sky Four Ltd., Blue Sky Five Ltd.,
