Department of Energy Federal Energy Regulatory Commission [Project No. 3030-019] In accordance with the National Environmental Policy Act of 1969 and the Federal Energy Regulatory Commission's (Commission or FERC) regulations, 18 Code of Federal Regulations Part 380 (Order No. 486, 52 FR 47879 ), the Office of Energy Projects has reviewed Antrim County's application for a subsequent license for the Elk Rapids Hydroelectric Project (FERC No. 3030), located on the Elk ( printed page 29668) River in the Village of Elk Rapids in Antrim, Grand Traverse, and Kalkaska Counties, Michigan, and prepared an environmental assessment (EA). In the EA, Commission staff analyze the potential environmental effects of relicensing the project, and conclude that issuing a subsequent license for the project, with appropriate environmental measures, would not constitute a major federal action significantly affecting the quality of the human environment.
