Preliminary Determination We preliminarily determine that certain tissue paper products (tissue paper) processed by A.R. Printing and Packaging India Pvt. Ltd. (ARPP) in India, and exported to the United States, are circumventing the antidumping duty order on tissue paper from the People's Republic of China (PRC, [ 1 ] as provided in section 781(b) of the Tariff Act of 1930, as amended (the Act).
