SUPPLEMENTARY INFORMATION: Background On June 21, 2012 ( 77 FR 37305 ), the Coast Guard published a final rule entitled “Navigation and Navigable Waters; Technical, Organizational, and Conforming Amendments.” Subsequent to the publication of that notice, the Coast Guard discovered that the changes discussed in the Preamble to 33 CFR 84.15 and 33 CFR 115.60 were not included in the regulatory text.
