SUMMARY: EPA is promulgating a final rule under section 4(a)(1)(B) of the Toxic Substances Control Act (TSCA) to require manufacturers, importers, and processors of certain high production volume (HPV) chemical substances to conduct testing to obtain screening level data for health and environmental effects and chemical fate. The incorporation by reference of certain publications listed in the rule is approved by the Director of the Federal Register as of February 7, 2011.
