Background On July 15, 2008, the Copyright Royalty Judges published in the Federal Register a notice announcing the commencement of a proceeding to determine the Phase I distribution of royalties collected from cable systems under the section 111 statutory license for the period 2004 and 2005. [ 1 ] 73 FR 40623 . The notice also requested interested parties to submit their Petitions to Participate in the proceeding no later than August 18, 2008.
