SUMMARY: On November 10, 2009, the Department of Commerce (“the Department”) published in the Federal Register a notice of initiation of a changed circumstances review of the antidumping duty order on certain new pneumatic off-the-road (“OTR”) tires from the People's Republic of China (“PRC”) in order to determine whether Mai Shandong Radial Tyre Co., Ltd. (“Mai Shandong”) is the successor-in-interest to Shandong Jinyu Tyre Co., Ltd. (“Shandong Jinyu”) for the purpose of determining antidumping duty liability. We have preliminarily determined that Mai Shandong is not the successor-in-interest to Shandong Jinyu for the purpose of determining antidumping duty liability.
