SUMMARY: In this document, the Commission adopts final rules implementing section 202 of the Satellite Home Viewer Extension and Reauthorization Act of 2004 (“SHVERA”), which creates Section 340 of the Communications Act (“Act”), and amends the copyright laws in order to provide satellite carriers with the authority to offer Commission-determined “significantly-viewed” signals of out-of-market broadcast stations to subscribers. This document satisfies the statutory mandate to adopt rules for satellite carriage of significantly viewed signals by December 8, 2005. DATES: Effective January 26, 2006.
