The Commission proposes to amend its rules in order to complete the domestic implementation of allocation decisions from the World Radiocommunication Conference (Geneva, 2003) (WRC-03) concerning the frequency bands between 5900 kHz and 27.5 GHz and to otherwise update its rules in this frequency range. At the request of the National Telecommunications and Information Administration (NTIA), we also propose allocation changes for Federal Government operations, which involve spectrum primarily used by the Federal Government. These actions would conform the Commission's rules to the International Telecommunication Union's (ITU) World Radiocommunication Conference Final Acts (Geneva, 2003) (WRC-2003 Final Acts) and are expected to provide significant benefits to the American public.
