Patriot Act) Act of 2001. DATES: The designations made by this notice are effective December 20, 2002. Comments on certain aspects of this ( printed page 78860) notice should be submitted by January 27, 2003. In making comments, please refer to the “Public Comments Requested” in the supplementary information portion of this preamble.
