SUMMARY: This Guideline sets forth the administrative, programmatic, and financial requirements attendant to Fiscal Year 2003 State Justice Institute grants, cooperative agreements, and contracts. Issues Highlighted for Public Comment The Institute proposes a number of major changes in this year's grant program, all of which are rooted in the Board of Directors' desire to maximize the impact of every dollar Congress appropriates to SJI.
