ACTION: Notice of final determination of sales at less than fair value: certain hot-rolled carbon steel flat products from Ukraine. SUMMARY: We determine that certain hot-rolled carbon steel flat products (“hot-rolled steel”) from Ukraine are being, or are likely to be, sold in the United States at less than fair value, as provided in section 735 of the Tariff Act of 1930, as amended (the “Act”). On May 3, 2001, the Department of Commerce (the “Department”) published its preliminary determination in the less than fair value (“LTFV”) investigation of certain hot-rolled carbon steel flat products from Ukraine. See Notice of Preliminary Determination of Sales at Less Than Fair Value: Certain Hot-Rolled Carbon Steel Flat Products From Ukraine, 66 FR 22152 (May 3, 2001) (“ Preliminary Determination ”). Based on our analysis of comments received, the final determination differs from the preliminary determination.
