The Department of Commerce ("the Department") has preliminarily determined that sales by the respondents in these reviews covering the period February 1, 1999 through January 31, 2000, have been made below normal value ("NV"). If these preliminary results are adopted in our final results of reviews, we will instruct the U.S. Customs Service ("Customs") to assess antidumping duties on all appropriate entries. The Department invites interested parties to comment on these preliminary results.
