What is FMC VOCC Licensing?

The Federal Maritime Commission (FMC) requires every ocean carrier operating vessels in US foreign commerce to hold a Vessel-Operating Common Carrier (VOCC) license. This license confirms that the carrier has filed proof of financial responsibility -- typically a surety bond or insurance -- sufficient to cover passenger and cargo liability obligations under the Shipping Act.

VOCC licensing matters to shippers, freight forwarders, and NVOCCs because it verifies that a carrier is legally authorized to transport cargo to and from US ports. Working with an unlicensed carrier exposes importers and exporters to regulatory risk, potential cargo holds, and difficulty recovering losses. The FMC organization number (Org #) uniquely identifies each licensed entity, even when carriers operate under multiple trade names or through subsidiary companies.
