How Import Duties Work

Import duties are taxes levied by a country's customs authority on goods entering its territory. The duty rate is determined by the product's classification under the Harmonized System (HS) -- an international nomenclature of 5,000+ commodity groups identified by six-digit codes. Each country extends the HS with additional digits for national tariff lines.

Most countries apply Most Favored Nation (MFN) rates to imports from fellow WTO members. Preferential trade agreements -- such as USMCA, CPTPP, or the EU-UK Trade and Cooperation Agreement -- can reduce or eliminate duties for qualifying goods that meet rules of origin requirements.

On top of the base duty rate, some imports face additional tariffs. In the United States, Section 232 tariffs add 25% on steel and 10% on aluminum for national security reasons. Section 301 tariffs impose 7.5% to 25% on goods originating in China. Antidumping and countervailing duties (AD/CVD) may also apply when foreign producers are found to sell below fair value or receive government subsidies.

The customs value -- typically the transaction value (price paid or payable) -- is the basis for calculating ad valorem duties. Some tariff lines use specific rates (e.g., $0.50/kg) or compound rates that combine both ad valorem and specific components.
