What is a BTI Ruling?

A Binding Tariff Information (BTI) decision is a legally binding classification ruling issued by an EU member state customs authority. It determines the Combined Nomenclature (CN) code for a specific product, providing legal certainty for importers and exporters across all 27 EU member states.

BTI decisions are valid for 3 years from the date of issue. During this period, the holder can rely on the classification for customs declarations in any EU country. The EU maintains over 119,000 BTI decisions in the EBTI (European Binding Tariff Information) database.

BTI rulings are the EU equivalent of US CBP CROSS rulings. While CBP rulings apply only in the United States, BTI decisions are recognized across the entire EU customs territory.

How to Use BTI Rulings

Importers and customs brokers use BTI rulings to confirm tariff classification before shipping goods to the EU. Search by goods description (e.g., “laptop computer”) or CN code (e.g., “84713000”) to find how similar products have been classified.
