International, Inc. 500 Ocean Avenue East Rockaway, NY 11518 RE: The tariff classification of leather document holders and business card holder from China. Dear Ms. Hinds: In your electronic letter, received November 29, 2005 and on behalf of Manhattan Promotions, you requested a tariff classification ruling. You have submitted digital pictures of five items with your request. Each item will be presented without writing pads, pens or other inserts. They are as follows: Items AEK-1, “Auto Travel Kit”, LR-2005, “Traveler’s Wallet”, TC/TC-21, and “Elegant Travel Wallet” are travel document cases designed to hold travel documents and other small flat articles such as credit cards and currency. The exterior is said to be of calfskin or cowhide and it is assumed the exterior is not coated or covered with a film of plastic. Item JP-2, “Baby Jotter” is an article of a kind normally carrier in the pocket or in a handbag. It is a credit/business cardholder with memo sheet holder. The item is not principally used as a memo pad. The exterior is said to be of calfskin and it is assumed the exterior is not coated or covered with a film of plastic. The applicable subheading for items AEK-1, LR-2005 and TC/TC-21 will be 4202.91.0090, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of leather or composition leather, with outer surface of leather, other. The rate of duty will be 4.5 percent ad valorem. The applicable subheading for item JP-2 will be 4202.31.6000, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of a kind normally carried in the pocket or handbag, with outer surface of leather. The rate of duty will be 8 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
