N347005 March 24, 2025 INFO-2-52:OT:RR:NC:N3:351 Ms. Fran Sabatella Orchard Yarn and Thread Company DBA Lion Brand Yarn 125 Chubb Avenue Lyndhurst, NJ 07071 RE: The tariff classification of a cotton yarn Dear Ms. Sabatella: This is in response to your submission dated June 4, 2024, requesting a ruling on the classification of a cotton yarn, which is being exported from the United States. A sample was submitted with your request and sent for laboratory analysis. Pursuant to 19 C.F.R. Part 177, U.S. Customs and Border Protection (CBP) issues rulings concerning, among other things, the tariff classification of imported articles. Because this transaction involves an export from the United States, this office will issue an “information letter” pursuant to the authority of 19 C.F.R. § 177.1(d)(2). It is expressly noted that information letters are intended to assist importers in their Customs transactions, but do not have the binding effect of a ruling letter. Article #667, Local Grown Cotton Yarn, is a 4-ply yarn composed of 100 percent cotton fibers. The yarn is presented in a skein stated to weigh 100 grams. The yarn is for retail sale and is intended for hand knitting. According to U.S. Customs and Border Protection (“CBP”) laboratory analysis, the sample is a 4-ply staple fiber (multiple) yarn composed wholly of cotton fibers and weighing 107.8 grams. The applicable subheading for Article #667, Local Grown Cotton yarn will be 5207.10, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Cotton yarn (other than sewing thread) put up for retail sale: Containing 85 percent or more by weight of cotton.” If you have any questions regarding the ruling, please contact National Import Specialist Kristine Dodge at kristine.dodge@cbp.dhs.gov.
