The tariff classification of children’s play rugs from Turkey

Las Vegas, NV 89129 RE: The tariff classification of children’s play rugs from Turkey Dear Ms. Caglayan: In your letter submitted June 3, 2016, you requested a tariff classification ruling. Photographs and a description of three play rugs built in a three-dimensional fashion were submitted with your inquiry. “Traffic Blue,” item number 121MD033MA10153, depicts a scene with houses, trees, a traffic circle and many roads running horizontally and vertical “Farm with Turquoise Lake,” item number 101MD011YETZ10152, depicts a scene with a farmhouse, roads, a lake as well as houses and trees. The third mat, “Playhouse Pink,” item number 121MD015PE10153, consists of an apartment-like setting with furniture. All of the play rugs, depending on their own individual motifs, contain items which protrude from the surface to provide an ideal play environment for children. The dimensions of the 100% polypropylene play rugs are approximately 36” (W) x 60” (L) x 0.5” (D). The three play rugs are principally designed for the amusement of children 3 years of age and older. The applicable subheading for three children’s play rugs will be 9503.00.0073, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Tricycles, scooters, pedal cars and similar wheeled toys…dolls, other toys…puzzles of all kinds; parts and accessories thereof… ‘Children’s products’ as defined in 15 U.S.C. § 2052: Other: Labeled or determined by importer as intended for use by persons: 3 to 12 years of age.” The rate of duty will be Free.
