Studio Park 1200 Wilson Drive West Chester, PA 19380 RE: The tariff classification of a woman’s blouse from China Dear Ms. Purcell: In your letter dated July 17, 2015, you requested a tariff classification ruling. Your sample will be returned as requested.Style S4145 is a woman’s pullover-style blouse composed of different fabrics. The outer front panel is constructed from 70% cotton and 30% polyester non-knit, non-crochet, lace-like fabric. The inner front panel is constructed from 100% polyester knit fabric. The back panel is constructed from 57% cotton, 38% rayon, and 5% spandex knit fabric. The sleeveless blouse features a round neckline, a partial back opening secured by three button closures, and a hemmed bottom. The non-knit, non-crochet, lace-like component imparts the essential character of the garment.The applicable subheading for style S4145 will be 6206.30.3041, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Women’s or girls’ blouses, shirts and shirt-blouses: Of cotton: Other: Other: Other: Other: Women’s. The rate of duty will be 15.4 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
