Minneapolis International 14800 Charlson Road Suite 400 Eden Prairie, MN 55347-5048 RE: The tariff classification of dog toy/training device from China Dear Mr. Anderson: In your letter dated June 29, 2015, you requested a tariff classification ruling on behalf of your client, Boyt Harness Company, LLC. The submitted sample, identified as Bumper, item # 18594, is a dog training device. Bumper is constructed of 100% cotton woven canvas sleeve covering a core of “foam plastic” and sand for added weight. A metal grommet is inserted in one end of the sleeve to secure a knotted 12" braided rope. The item will be imported in two colors, orange or white, and in two sizes, with a sleeve diameter of two or three inches. The inner “foam plastic” core provides this device the ability to float when thrown into the water. The dog trainer uses the device to train the dog through the concept of “playing fetch”. The applicable subheading for Bumper dog toy/training device will be 6307.90.7500, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other: Toys for pets, of textile materials. The rate of duty will be 4.3% ad valorem. Sample will be returned as requested. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
