N262741 April 10, 2015 CLA-2-63:OT:RR:NC:N3:351 CATEGORY: Classification TARIFF NO.: 6307.90.9889 Mr. Long Vu Walgreen Company 304 Wilmot Road MS#3163 Deerfield, IL 60015 RE: The tariff classification of a lanyard with a split ring, carabiner and bottle holder from China Dear Mr. Vu: In your letter dated March 13, 2015, you requested a tariff classification ruling. The sample you submitted is referred to as a “Water Bottle Holder Lanyard,” Item Code 387019. The item consists of a polyester fabric strap that is folded over at the ends and sewn to create loops. Sewn into the loops at one end is an iron split ring and a silicon water bottle holder; at the other end, an aluminum carabiner used to attach the lanyard to a belt loop or backpack. You suggest that the correct classification for the lanyard is in subheading 3926.90.9995, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of plastics. In this case, the lanyard is a composite good made up of different materials: a woven textile fabric strap, an iron split ring, an aluminum carabiner and a plastic bottle holder. The split ring, carabiner and plastic bottle holder are not separate, but rather are suspended component parts of the lanyard itself, of a kind that are normally incorporated to allow a cord or strap to hold something, which is how a lanyard is commonly defined. The applicable subheading for the lanyards with split rings, carabiners and plastic bottle holders will be 6307.90.9889, HTSUS, which provides for “Other made up articles, including dress patterns: Other: Other: Other: Other: Other.” The rate of duty will be 7 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
