The tariff classification of a Dial Nest from China

West Maple Walled Lake, MI 48390 RE: The tariff classification of a Dial Nest from China Dear Mr. Des Champs: In your letter dated November 5, 2014 you requested a tariff classification ruling. The plastic component, part numbers M0073 (Black) and M0074 (Red), is called a Dial Nest. This plastic product is being imported as a single injection mold plastic part that when combined with multiple Dial Nests will serve as a means of holding paint containers in an indexing circular wheel of a paint dispensing machine. After importation, twelve Dial Nests will be assembled onto a stainless steel dial wheel to form a circular pattern. The dial wheel will become a part of the automotive paint dispensing machine which will hold paint containers in place while the machine dispenses the paint. The applicable subheading for the Dial Nests, part numbers M0073 (Black) and M0074 (Red), will be 8479.90.9496, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Machines and mechanical appliances having individual functions, not specified or included elsewhere in this chapter; parts thereof: Parts: Other: Other: Other. The rate of duty will be free. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
