N252689 May 15, 2014 CLA-2-42:OT:RR:NC:N4:441 CATEGORY: Classification TARIFF NO.: 4202.92.3005 Karine Gagiryan Herbalife International of America, Inc. 950 W. 190th Street Torrance, CA 90502 RE: The tariff classification of a toiletry bag from China Dear Ms. Gagiryan: In your letter dated April 15, 2014, you requested a tariff classification ruling. You have submitted a sample, which we are returning to you. Style 0-4716 is a toiletry bag constructed with an outer surface of paper strips, which you state are rolled. Rolled paper strips are considered to be paper yarns for tariff purposes. This construction is a textile material. The toiletry bag is designed to provide storage, protection, portability, and organization to cosmetics, toiletries, and similar personal effects during travel. It has a textile-lined interior compartment with three open pockets and five elastic loops on the interior walls. The bag has a top zipper closure and measures approximately 11.25” (W) x 6.5” (H) x 3” (D). The applicable subheading for style 0-4716 will be 4202.92.3005, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sports and similar bags, with outer surface of textile materials, other, other, of paper yarn. The rate of duty will be 17.6 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
