The sample provided with your letter, identified as item number 959513, is a pair of book bands made of synthetic rubber. The bands are in the form of large, wide rubber bands. They measure approximately 6.5” long x 0.5” wide and easily stretch to twice their size. They are intended to be used to hold books closed or keep file folders together. The bands can also wrap around a page in a book to mark a reader’s place. The bands are packaged in a clear plastic sleeve on a cardboard insert. We are returning your sample as requested. The applicable subheading for the rubber book bands will be 4016.99.6050, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of vulcanized rubber other than hard rubber…other. The rate of duty will be 2.5 percent ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
