Dear Ms. Davenport: In your letter dated October 18, 2013, you requested a tariff classification ruling. The ruling was requested on “Holographic Patriotic Flag Banner”, Item # 13190301. A sample was submitted for our examination. The item consists of eight rectangular shaped, polyvinyl chloride (PVC) plastic holographic patriotic flags which have been strung together by a polyethylene plastic film to form a 12-foot-long banner. Each rectangular shaped flag is printed with a red, silver and blue stars-and-stripes design and measures approximately 10” (H) x 13 ½” (W). The applicable subheading for the “Holographic Patriotic Flag Banner” will be 4911.91.4040, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Other printed matter, including printed pictures and photographs: Other: Pictures, designs and photographs: Printed not over 20 years at time of importation: Other: Other: Other. The rate of duty will be Free. The sample will be returned to you as per your request. Duty rates are provided for your convenience and are subject to change.
