Century Blvd., Suite 965 Los Angeles, CA 90045 RE: The tariff classification of a quilted mattress pad from China Dear Ms. Halim: In your letter dated April 1, 2013 you requested a classification ruling on behalf of Rio Home Fashion, Inc. The submitted sample is a quilted mattress pad. The quilted top panel consists of a 100 percent cotton woven fabric, a polyester filling and a non-woven polyester backing. The cotton fabric and the polyester filling are quilted together. The side panels or skirt is made from 100 percent polyester knit fabric. The skirt portion is fully elasticized. The applicable subheading for quilted mattress pad will be 9404.90.8040, Harmonized Tariff Schedule of the United States (HTSUS), which provides for mattress supports; articles of bedding and similar furnishing (for example, mattresses, quilts, eiderdowns, cushions, pouffes and pillows) fitted with any material or of cellular rubber or plastics, whether or not covered: other: other: of cotton, not containing any embroidery, lace, braid, edging, trimming, piping exceeding 6.35 mm or applique work… other. The rate of duty will be 4.4 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
