V. Kabelweg 37, 7th Floor Amsterdam, 1014BA Netherlands Dear Mr. Koolwijk: In your letter dated January 16, 2013 you requested a tariff classification ruling. The item is a 19.0 inch thin film transistor liquid crystal display (TFT-LCD) module. The model number is M190E2-L01. This model is composed of a TFT-LCD panel with four cold cathode fluorescent lamps (CCFL) backlight unit and 30 pins 2ch-LVDS interface. The module supports 1280 by 1024 SVGA mode and can display 16.7 million colors. The monitors that these LCD modules are incorporated into appear to be multimedia monitors of subheading 8528.59, Harmonized Tariff Schedule of the United States (HTSUS). The applicable subheading for the TFT-LCD module, model number M190E2-L01 will be 9013.80.9000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for liquid crystal devices not constituting articles provided for more specifically in other headings; other devices, appliances and instruments: other. The rate of duty will be 4.5 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
