Dear Ms. Kessens: In your letter dated October 18, 2012, you requested a tariff classification ruling. The sample submitted, ArtSkills “Make Your Own Scratch Off Coupons” consists of two sheets of paperboard divided into three coupons and six scratch off stickers. The coupon is printed lithographically and has a smooth erasable surface designed for the user to make entries. The stickers can be placed over the written entries and scratched off. This product is put up for retail sale in a clear plastic bag. The applicable subheading for the “Make Your Own Scratch Off Coupons” will be 4911.99.6000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Other printed matter, including printed pictures and photographs: Other: Other: Other: Printed on paper in whole or in part by a lithographic process.
