Lauderdale, FL 33301 RE: The tariff classification of looseleaf binders from China Dear Ms. Liu: In your letter dated July 25, 2012, you requested a tariff classification ruling. The ruling was requested on two looseleaf binders identified as item numbers A068FA01714 and A068FA01697. Item number A068FA01714 is a 3-O Ring Zipper Binder which is constructed of a paperboard core covered with foam padding and a nylon textile exterior. It measures approximately 12.125” (l) x 10.25” (w) x 1.75” (d). The interior left hand side contains a mesh pocket holder to accommodate loose papers or small items. The main function of the binder is to store, hold and organize loose-leaf paper or similar articles. Item number A068FA01697 is 4-O Ring Open Binder which is constructed of a paperboard core covered with foam padding and a nylon and cotton mesh textile exterior with vinyl trim. It measures approximately 13.375” (l) x 11.5” (w) x 2.25” (d). The front exterior of the binder has a zippered mesh pocket in the center of the cover and a hook and loop tab closure. The tab closure incorporates two pen loops under the flap. The interior left hand side features two CD Rom slip cases, a business card holder with a vinyl see-through window and a horizontal mesh pocket. The interior right hand side features two horizontal pockets; one vinyl and one mesh. The main function of the binder is to store, hold and organize loose-leaf paper or similar articles. The samples are being returned as you requested. The applicable subheading for the binders, item numbers A068FA01714 and A068FA01697, will be 4820.30.0020, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Binders (other than book covers), folders and file covers: Looseleaf binders. The rate of duty will be free. Duty rates are provided for your convenience and are subject to change.
