Alexander & Company, Inc. 110 Tyson Boulevard, Suite 202 Alcoa, TN 37701 RE: The tariff classification of a swaddle blanket from China Dear Ms. Fontecchio: In your letter dated April 26, 2012, you requested a tariff classification ruling on behalf of your client, Kids Line, LLC of Los Angeles California. You submitted a sample of an item you call the Perfect Swaddle Blanket. It is designed to be wrapped around an infant and held closed by use of hook-and-loop closures. The swaddle is made up of 100% cotton fabric with polyester filling in the area under the head and body of the infant. The triangular-shaped covering measures approximately 36” x 30”. Although you call it a blanket, it is not similar to the blankets of heading 6301, Harmonized Tariff Schedule of the United States (HTSUS). The applicable subheading for the Perfect Swaddle Blanket will be 6307.90.9889, HTSUS, which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on the World Wide Web at http://www.usitc.gov/tata/hts/. The sample will be returned as you requested. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
