Broad Street Philadelphia, PA 19112 RE: The tariff classification of a satchel from China Dear Ms. Girsch: In your letter dated January 3, 2012, you requested a tariff classification ruling on behalf of your client, Chico’s, Inc. Your sample will be returned to you. Style 570041929 is a satchel constructed with an outer surface of 100% polyurethane (PU) plastic sheeting. It is similar to a briefcase in design and is sized to provide storage, protection, portability and organization to documents, files, and other related accessories. The satchel has a textile-lined storage compartment with a zippered pocket and two open pockets on the sidewalls. The front exterior has a partial flap that secures with a magnetic closure. It has two carrying handles that can be carried at the elbow or in the hand. The bag measures approximately 15” (W) x 11” (H) x 6” (D). The applicable subheading for the satchel will be 4202.12.2035, Harmonized Tariff Schedule of the United States (HTSUS), which provides for briefcases and similar containers, with outer surface of plastics, other. The rate of duty will be 20 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
