Box 1199 Williston, Vermont 05495 RE: The tariff classification of bells on a textile strap from China Dear Ms. Pendris: In your letter dated September 6, 2011, you requested a tariff classification ruling. The submitted sample will be retained by this office. The merchandise under consideration is called “Set/2 Dog Door Bells,” item number 40054. It comprises two identical products packed together in a clear plastic bag. Each product consists of a textile strap made of polypropylene fiber, three base metal split rings and six zinc-plated iron jingle bells. The strap has a detachable loop that fits over a doorknob. The split rings hold two bells each at different intervals along the length of the strap. The straps measure 24 inches long by ¾ inch wide and are marketed as training devices for dogs. Each strap is hung from a doorknob and the dog is trained to ring the bells when it needs to go out. The applicable subheading for the this product will be 8306.10.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for bells, gongs and the like, nonelectric, of base metal. The rate of duty will be 5.8 percent ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
