N151715 March 22, 2011 CLA-2-42:OT:RR:NC:N3:354 CATEGORY: Classification TARIFF NO.: 4203.29.1800 Mr. Anthony Scarlotta Damascus Worldwide, Inc. 63 Wales Street Rutland, VT 05701 RE: The tariff classification of gloves from Pakistan Dear Mr. Scarlotta: In your letter dated February 28, 2011, you requested a tariff classification ruling. The sample submitted will be returned. Style DMZ-33-B is a pair of full-fingered unisex gloves with a palm side constructed of cowhide leather which overlaps to the top portion of the backside fingers. Cowhide leather overlays are featured on the palm side and reinforce the thumb/ forefinger crotch area. The backside of the gloves is constructed of cowhide leather and Kevlar® knit fabric. The backside of the gloves also feature black CarbonTek Knuckles™ which provide protection and cowhide leather reinforcements which overlay foam padding on the middle, ring and little fingers. Additional features include a side vent, a cowhide leather hook and loop fastener, side seams, fourchettes, and an elasticized bottom. You state that the gloves are marketed as tactical gloves used for police and military operations; and provide cut, flame, and impact protection. The applicable subheading for Style DMZ-33-B will be 4203.29.1800, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Articles of apparel and clothing accessories, of leather or of composition leather: Gloves, mittens and mitts: Other: Gloves of horsehide or cowhide (except calfskin) leather: Other: Other. The rate of duty will be 14 percent ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
