Box 91217 Los Angeles, CA 90009 RE: The tariff classification of travel bags and a sand bag from China Dear Mr. Parisi: In your letter dated September 8, 2010, you requested a tariff classification ruling. Your samples will be returned to you. The item you refer to as the “Roadbag” is a travel bag constructed with an outer surface of nylon textile material. The bag is designed to provide storage, organization, protection and portability to rag frames, reflector panels and artificial silk flags. The interior of the bag has various sized open pockets of polyvinyl chloride. The bag folds closed and secures with hook-and-loop strips. It has a webbed carrying handle and measures approximately 26” (W) x 26” (L) when opened. The item you refer to as the “Sand Bag” is a bag constructed with an outer surface of woven nylon textile material. It is used to weigh down photographic lights and equipment. It measures approximately 30” (L) and 13” (W) and is sewn across the center width, creating two 14” x 13” pockets. After importation, each pocket will be filled with sanitized sand and the ends will be sewn together. The item you refer to as the “Flag Bag” is an oversized duffle bag constructed with an outer surface of nylon textile material. The bag is used to provide storage, organization, protection and portability to flags and frames used in conjunction with lighting equipment associated with television and motion picture film making. The interior storage compartment is unlined with no additional features. It has a zipper closure at the top and two webbed carrying handles. The bag measures approximately 41” (W) x 23” (H) x 4” (D). The applicable subheading for the “Road Bag” and “Flag Bag” will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sports, and similar bags, with outer surface of textile materials, of man-made fibers, other. The rate of duty will be 17.6 percent ad valorem. The applicable subheading for the “Sand Bag” will be 6307.90.9889, HTSUS, which provides for other made up textile articles, other. The rate of duty will be 7 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
