The tariff classification of a fabric trim from China

Meeks, Sheppard, Leo and Pillsbury 355 Lexington Avenue, Suite 1400 New York City, New York 10017 RE: The tariff classification of a fabric trim from China Dear Ms. Weinberg: In your letter dated Aug. 27, 2010, you requested a tariff classification ruling on behalf of your client, Avanti Linens, of Moonachie, N.J. You submitted a sample of a product called Harlequin Jewel Tassel Trim. It will be used to embellish bath towels that are manufactured by your client in the United States. The trim is 1-1/2” wide and is constructed of a warp-knit fabric consisting of a four chains of warp-knit stitches which hold the weft yarns in place forming a tight serpentine pattern. During this knitting process, a pattern is created on the face of the trim with three gimped yarns in concentric circles. The trim is knit of 100% polyester yarns. Attached to the trim is a string of textile-covered beads hanging from the bottom edge. You state that the beads are attached in a separate assembly process. The applicable subheading for the Harlequin Jewel Tassel Trim will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change.
