The sample you provided will be returned as per your request. The items under consideration have been identified as “Santa’s Tree Dolly” (Item # 986986). The Dolly consists of a 100% woven polyester Storage Bag and an attached two-wheeled, L-shaped Cart with a telescoping handle. The Bag is sized to hold a 7.5’ artificial tree and can be expanded to hold a 9’ tree. The inside of the Bag is fitted with straps and buckles to hold the tree in place while in storage. The exterior of the Bag is fitted with hook and loop closures allowing it to be attached to the Cart or other exterior objects. The applicable classification subheading for the Storage Bag will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Other made up articles … : Other: Other: Other: Other: Other”. The rate of duty will be 7%. The applicable classification subheading for the Cart will be 8716.80.5090, HTSUS, which provides for “ … other vehicles, not mechanically propelled … : Other vehicles: Other: Other: Other”. The rate of duty will be 3.2%. The Cart may be subject to antidumping duties or countervailing duties.
